Trade Marks Registry restructuring


The Office of the Controller General of Patents, Designs and Trade Marks has issued a new Office Order dated 8 October 2025, introducing a major restructuring of the Trade Marks Registry’s functioning.

The office order directly addresses the recent slowdown in the processing of applications and oppositions. The Trade Marks Registry is now gearing up to significantly fast-track examinations, hearings, registrations and oppositions ensuring greater efficiency and predictability for applicants.

Key highlights of the development:

1. A total of over 154 officers (including 7 Deputy Registrars, 36 Assistant Registrars, 47 Senior Examiners, and 64 Examiners) have been reorganized and assigned clearly defined responsibilities across all Registry branches.

2. New officers including for IRDI cases have been appointed to conduct hearings, marking a positive step toward more balanced, consistent and effective adjudication of trademark matters.

3. The order establishes specific monthly performance benchmarks - such as 10000 vienna codifications, 1800 formality checks and 900 substantive examinations per officer - ensuring measurable accountability.

4. The restructuring emphasizes digitized workflows, electronic recording of decisions and uniform examination practices across all offices.

5. With these measures in place, the Registry is expected to significantly reduce existing backlogs and accelerate the pace of hearings, examinations and registrations.

These measures aim at streamlining the functioning of the Trade Marks Registry, amplifying its operational efficiency and having uniformity in office practices, the core functions and duties relating to TM processing.
