Extension of deadlines
Due to the ongoing challenges faced by the Lebanese Intellectual Property Office (LIPO) arising from the current circumstances in Lebanon, including staff shortages and technical difficulties with the online portal, the LIPO announced the extension of all deadlines that were originally due to expire during the closure period. The suspension of deadlines is effective as of September 23, 2024.
This extension will remain in effect until further notice. All deadlines will be maintained during this period. While a formal written announcement is forthcoming, this extension has been confirmed verbally by the Head of the LIPO.

IPO Operations Update
While the Lebanese IPO is not working at full capacity due to the current situation, no official decision has been made to close the IPO and interrupt operations. Despite exceptional circumstances, all deadlines are running as usual and the IP rights remain unaffected.
The e-filing system is not fully functional due to frequent server shutdowns at the Ministry of Economy and Trade, so new trademark applications are received only periodically.
Slight delays can also be expected in the processing of applications and requests that are usually filed on paper or in person, such as patent applications and examination responses.

New Trademark Regulations Implemented
Lebanon has recently enacted the new Budget Law No. 324, which introduces changes to the structure of intellectual property rights and the duration of trademark protection. These changes took effect on February 15, 2024.
According to Article 32 of the new law, the duration of trademarks protection has been shortened from 15 to 10 years. This change will only affect new trademarks registered after the promulgation of the law. Existing trademarks will maintain their 15-year term. Renewals for newly registered trademarks must be processed after a period of 10 years from the registration date.
In addition to this change, there has been a substantial increase in the official fees for filing, registration, renewal, and recordal of intellectual property rights.

Trademark filing in one class: 8.800.000 LBP
Trademark publication in b/w in one class: 6.500.000 LBP (minimum)

As for the cost of trademark registration in Lebanon, it varies depending on different criteria, namely the number of classes covered by the application, the publication of the trademark if it is made in black and white or in colour and the number of words in the application, since the publication charge is calculated per line consisting of six words each. On average, the official charges related to the registration of a trademark in one class, in black and white, with a moderate number of words can be estimated at around USD50.
