New Copyright Law


Saudi Arabia has enacted a new Copyright Law, published in the Official Gazette on 13 February 2026, which replaces the previous copyright regime and will take effect on 12 August 2026.

The law modernizes protection for creative works, software, databases, and related rights. It confirms strong moral rights for authors, broad economic rights, and clearer ownership rules for joint, collective, and employee-created works, while also setting updated protection periods.

It law introduces detailed exceptions, including limited permitted use for education, research, accessibility, and a notable exception allowing copying of lawfully published works when necessary for AI development. At the same time, it strengthens enforcement through optional registration, inspection powers, civil remedies, criminal penalties, platform liability rules, and border measures.

In practice, the law gives creators and businesses greater legal certainty, especially in digital and technology-driven sectors. It signals Saudi Arabia’s effort to align its IP framework with international standards, encourage innovation and investment, and provide stronger tools against infringement.
